A seasonal rainfall deficit means that rainfall received during a season is below the climatological normal for that place and period. Agricultural drought occurs when available soil moisture is insufficient to meet crop water requirements during the growing season, causing crop stress and reduced productivity. Thus, the former describes a rainfall anomaly, while the latter describes its agricultural impact.
Basis of distinction
Seasonal rainfall deficit is primarily a meteorological measure, calculated by comparing observed seasonal rainfall with the long-period average. Agricultural drought is an impact-based condition assessed through soil moisture, crop water demand and crop condition.

- Agricultural drought depends on whether water is available to crops at critical stages such as sowing, flowering and grain formation.

Why the two may not coincide
Agricultural drought may arise despite near-normal seasonal rainfall if rain is poorly distributed, long dry spells occur, or moisture is unavailable during a critical crop stage. Conversely, a seasonal deficit need not cause severe agricultural drought where irrigation, stored soil moisture or timely rainfall protects crops.
