Central Military Commission of China
SyllabusNeighbourhood: India and its neighbours
The Central Military Commission (CMC) is the top military leadership body in China's party-state system. It directs the armed forces while maintaining the leadership of the Communist Party of China (CPC) over them, linking military command to the Party's political authority.
The institutional link between Party and military
China has both a Party CMC and a state CMC. These are closely overlapping structures, rather than competing military commands: the Party commission provides political leadership, while the state commission gives military leadership a constitutional form.
- The governing principle is that the Party commands the gun: the armed forces must remain politically subordinate to the CPC.
- The CMC therefore helps preserve Party control over the instruments of armed force, rather than placing the military outside Party politics.
- This arrangement distinguishes China's system from models in which a politically non-partisan military serves an elected civilian government.
Constitutional position and concentration of authority
China's Constitution assigns the state CMC responsibility for directing the country's armed forces. It establishes a chairman responsibility system, placing overall responsibility in the commission's chair.
- The National People's Congress (NPC) elects the state CMC chairman and decides the other members on the chairman's nomination.
- The state CMC chairman is constitutionally responsible to the NPC and its Standing Committee.
- The offices of Party general secretary, state president and CMC chairman are distinct, although combining them in one leader concentrates political, state and military authority.
- Military leadership derives from the CMC chairmanship, not simply from holding the state presidency.
Military direction and political supervision
The CMC combines military command with political supervision. Its responsibilities extend beyond battlefield operations to the organisation and development of the armed forces.
- It provides top-level direction to the People's Liberation Army, the People's Armed Police and the militia.
- It oversees military strategy, operational readiness, force development and military reform.
- Its political-work and disciplinary structures reinforce Party loyalty within the armed forces.
- For understanding China's external behaviour, the CMC is central to assessing how Party decisions are translated into military preparedness and operations.
