A circular economy seeks to keep products, components and materials in productive use for as long as possible, while reducing virgin-resource use and waste. The waste hierarchy ranks management options from prevention and reduction to reuse, recycling, recovery and final disposal. Reuse is preferred when continued use is safe and practical because it preserves more of a product's embedded value; recycling recovers materials after that product-level value can no longer be retained.
Priority within the hierarchy
The hierarchy creates a presumption in favour of the highest feasible option, rather than requiring recycling as soon as a product's first use ends.
- Prevention and reduction come first because avoiding waste generally saves more resources than managing it later.
- Reuse, repair, refurbishment and repurposing retain the product or its components and usually require less processing than material recovery.
- Recycling is preferred over energy recovery and disposal, but it may consume energy and yield materials of lower quality or quantity.
Choosing reuse or recycling
The decision should consider technical condition, safety, remaining useful life, environmental impacts and the existence of a suitable second use.
- Reuse is preferred when inspection, cleaning, repair or refurbishment can restore safe and reliable performance for the same or another suitable function.
- Recycling becomes appropriate when the product is unsafe, irreparably degraded, or lacks a technically and environmentally viable further use.
- Life-cycle assessment can prevent a nominally higher option from being chosen when additional transport, repair or energy use would outweigh its benefits.
- Design for durability, repairability and disassembly makes reuse easier and later improves material recovery.
Application to electric-vehicle batteries
An EV battery that no longer satisfies vehicle performance requirements may retain capacity for a less demanding second-life application. It should be tested and, where suitable, refurbished or repurposed before recycling; when safe further use is no longer feasible, recycling can recover materials for new production.
- India's Battery Waste Management Rules, 2022 recognise both refurbishing and recycling within extended producer responsibility.
- The hierarchy therefore bases the choice on assessed condition and feasible use, not merely on the battery's age or removal from a vehicle.
