Fiscal Responsibility and Budget Management Act, 2003
SyllabusGovernment budgeting: Union and State budgets, fiscal deficit and public debt
The Fiscal Responsibility and Budget Management Act, 2003 is a law intended to make the Union Government manage its borrowing, debt and budget deficits responsibly. It establishes a framework for fiscal discipline, transparency and medium-term planning so that present spending decisions do not undermine future economic stability or unfairly burden future generations.
Principal objectives
The Act seeks to make fiscal policy sustainable and accountable rather than allowing government expenditure and borrowing to be determined only by immediate needs.
- It promotes intergenerational equity by requiring responsible fiscal management, so that excessive liabilities are not passed on to future generations.
- It seeks long-term macroeconomic stability by restraining unsustainable deficits and the accumulation of public debt.
- It provides for limits on Central Government borrowing, debt and deficits, together with prudent debt management consistent with fiscal sustainability.
- It aims to remove fiscal impediments to the effective conduct of monetary policy, recognising that excessive government borrowing can complicate monetary management.
- It requires fiscal policy to operate within a medium-term framework, linking annual budget decisions to a broader path of fiscal adjustment.
Transparency and parliamentary accountability
Fiscal responsibility under the Act is not limited to deficit reduction. It also requires the government to explain its fiscal strategy and disclose information that enables scrutiny.
- The Medium-term Fiscal Policy Statement sets out rolling fiscal targets and the assumptions underlying them.
- The Fiscal Policy Strategy Statement explains the government's fiscal policies, priorities and their relationship with fiscal-management principles.
- The Macro-economic Framework Statement presents an assessment of economic prospects and the assumptions supporting the budget.
- The Act requires greater transparency in fiscal operations and periodic reviews of receipts and expenditure, with review outcomes placed before Parliament.
Discipline with provision for exceptional circumstances
The framework combines fiscal rules with limited flexibility. Its purpose is sustainable public finance, not an unconditional prohibition on borrowing.
- The Act provides for specified grounds for deviation from fiscal targets, including circumstances such as national security requirements and national calamities.
- The government must explain departures and the proposed corrective measures, preserving accountability even when exceptional circumstances require flexibility.
- The Act governs the Union Government's fiscal management; states have their own fiscal responsibility legislation.
