The fit-for-purpose principle means treating wastewater to the quality required for its intended use, rather than applying one uniform standard to every use. Treatment and management are matched to the likely human and environmental exposure, so that reuse remains safe, reliable and economical.

How the principle works

A reuse project first identifies the end use and associated risks, then selects an appropriate treatment train, distribution arrangement and monitoring regime.

  • Water used for landscaping or industrial cooling need not necessarily meet drinking-water quality, but it must satisfy the requirements and exposure risks of those uses.
  • Uses involving greater human contact or sensitive receiving environments require more stringent treatment and control.
  • Quality parameters are selected according to purpose, including pathogens, suspended solids, nutrients, salinity or other relevant contaminants.

Safety and implementation

Fit-for-purpose reuse combines treatment with a multiple-barrier approach, because treatment alone cannot manage every operational risk.

  • Source control prevents unsuitable industrial or hazardous discharges from entering the wastewater stream.
  • Appropriate storage, labelled pipelines and separation from potable networks reduce accidental exposure and cross-connections.
  • Routine monitoring, maintenance and corrective action ensure that reclaimed water consistently meets its specified quality.
  • Users must receive clear information about permitted uses and necessary precautions.

Why it matters

The principle allows treated wastewater to substitute freshwater where potable quality is unnecessary, while avoiding both inadequate treatment and needless over-treatment.

  • It can reduce pressure on freshwater sources and limit pollutant discharge into rivers, lakes and groundwater.
  • It supports dependable supplies for agriculture, industry, urban non-potable uses and environmental purposes.
  • Its success depends on enforceable standards, institutional responsibility, economic viability and public acceptance.
