Food-versus-Fuel Trade-off

The food-versus-fuel trade-off arises when crops and productive resources that could supply food or animal feed are used to produce energy. First-generation biofuels are made mainly from sugar, starch and oil-bearing crops using established processes, so their production can compete directly with the food system.

How the trade-off arises

  • Direct diversion occurs when sugar crops, cereals or edible oils are converted into ethanol or biodiesel instead of entering food and feed markets.
  • Land competition arises when higher returns from energy crops encourage farmers to replace food crops, potentially reducing food output elsewhere.
  • Biofuel crops and food crops also compete for water, fertiliser, credit, labour, storage and transport, especially where these resources are scarce.
  • If cultivation expands onto new land to replace displaced food production, indirect land-use change can add environmental costs.

Effects on food security and agriculture

The severity depends on the feedstock, local resource conditions, harvest size and the scale of mandated demand.

  • Additional industrial demand can raise or increase the volatility of agricultural prices, harming poor households that are net food purchasers.
  • Farmers may gain from stronger crop demand and more stable markets, so distributional effects differ between producers and consumers.
  • Water-intensive feedstocks can aggravate regional water stress even when national food availability appears adequate.
  • Co-products such as animal feed can partly offset competition, but they do not eliminate pressure on land and other inputs.

Reducing the conflict

  • Preference can be given to wastes, used cooking oil, damaged produce unsuitable for consumption and genuinely surplus feedstock, subject to food-security safeguards.
  • Second-generation biofuels made from lignocellulosic residues and non-food biomass reduce direct competition, although residues also have uses such as fodder and soil improvement.
  • Policy should assess lifecycle emissions, water use and land-use effects rather than treating all biofuels as equally sustainable.
  • Higher crop productivity and feedstock diversification can reduce, but not automatically remove, the trade-off.
