Foundational Literacy and Numeracy

Foundational literacy and numeracy (FLN) means the basic ability to read with understanding, express ideas in writing, and use elementary mathematics in everyday situations. It is treated as a measurable learning outcome that every child should attain by the end of Grade 3, rather than merely as completion of schooling or exposure to textbooks.

Core learning outcomes

FLN combines related language and mathematical competencies that enable a child to learn independently across subjects.

• Foundational literacy includes oral language, decoding written symbols, reading fluency, comprehension and basic writing.
• Foundational numeracy includes number sense, counting, comparison, basic operations, shapes, measurement and simple data handling.
• Achievement requires application: a child should understand an age-appropriate passage or solve a simple contextual problem, not merely recite letters or number facts.

How it is developed and assessed

FLN develops through a continuum of early childhood experiences and primary-school learning. Teaching should connect new concepts with the child's language and surroundings.

• Play-based and activity-based learning, stories, conversation, manipulatives and familiar contexts help children construct meaning.
• Use of the child's home or familiar language, particularly in the early years, supports participation and comprehension.
• Assessment should be competency-based and formative, using reading, writing, oral and practical mathematical tasks to identify learning gaps and provide support.

Educational significance

FLN is the foundation for later schooling because reading comprehension and basic mathematical reasoning are necessary for learning across the curriculum.

• The National Education Policy, 2020 identifies universal acquisition of FLN as the education system's highest priority and a prerequisite for subsequent learning.
• Weak foundations can produce cumulative learning gaps, even when children continue to advance through grades.
• The NIPUN Bharat Mission provides a national framework for achieving foundational competencies through coordinated action in curriculum, pedagogy, assessment and teacher support.
