India-China Special Representatives Mechanism

The India-China Special Representatives mechanism is a high-level political channel for addressing the unresolved boundary question. Its core mandate is to explore, from the perspective of the overall bilateral relationship, a framework for a boundary settlement that is fair, reasonable and mutually acceptable.

Origin and mandate

The mechanism was created through the 2003 Declaration on Principles for Relations and Comprehensive Cooperation. Each side appoints a Special Representative to conduct politically guided negotiations rather than merely technical discussions about maps or local alignments.

• The Special Representatives examine the boundary question in the wider context of bilateral and strategic relations.
• They seek political understandings that can reconcile each side's positions and enable an agreed settlement framework.

Guiding framework

The 2005 Agreement on Political Parameters and Guiding Principles provides principles for the Special Representatives' consultations. The contemplated process moves from agreement on a political framework to the subsequent delineation and demarcation of the boundary by competent officials and surveyors.

• Any settlement must be pursued through peaceful and friendly consultations on an equal footing.
• The mechanism does not itself unilaterally determine the boundary; a negotiated framework requires acceptance by both governments.

Place in border-management architecture

The mechanism focuses on the political settlement of the boundary question and broader strategic guidance. It is distinct from the Working Mechanism for Consultation and Coordination on India-China Border Affairs, which coordinates border-affairs management, and from military-level channels that address operational situations and maintain communication on the ground.
