India-EU Strategic Partnership

The India-EU Strategic Partnership is a structured relationship through which India and the European Union coordinate political, economic, security and global issues. Its institutional architecture combines leadership-level direction, official review mechanisms and specialised sectoral dialogues. The partnership was declared in 2004, building upon an earlier cooperation framework.

Foundational and political framework

The 1994 Cooperation Agreement on Partnership and Development provides the basic legal framework, while the strategic partnership gives the relationship broader political and security content.

• The India-EU Summit is the apex political forum, bringing together India’s Prime Minister and the Presidents of the European Council and European Commission.
• Ministerial meetings and senior-official consultations translate summit-level priorities into sectoral cooperation.

Coordination and review mechanisms

The India-EU Joint Commission, established under the Cooperation Agreement, oversees implementation and coordinates cooperation across policy areas. It is supported by specialised subcommissions and working groups.

• The Strategic Partnership Review assesses progress across the partnership and follows up on commitments made by leaders.
• Foreign Policy and Security Consultations provide a regular channel for discussing regional developments, multilateral cooperation and security concerns.

Sectoral and functional dialogues

Specialised mechanisms allow technical ministries and regulators to pursue sustained cooperation beyond summit meetings.

• The Trade and Technology Council, established in 2022, provides ministerial-level coordination on strategic technologies, digital governance, green technologies, trade, investment and resilient value chains.
• Other mechanisms include dialogues on trade, human rights, counter-terrorism, cyber security, maritime security, disarmament and non-proliferation, migration and mobility, and clean energy.
• These dialogues generate proposals and implementation pathways that feed into the broader political review process.
