The Indian Cyber Crime Coordination Centre (I4C) is the central coordinating mechanism of the Ministry of Home Affairs for combating cybercrime. It supports coordinated prevention, detection, investigation and capacity-building across Central agencies, States and Union Territories.
Institutional purpose
Established by the Ministry of Home Affairs in 2018, I4C provides a national framework for dealing with cybercrime in a coordinated and comprehensive manner. It functions as a nodal platform rather than replacing the investigative authority of police agencies.
Core mandate
- It coordinates Central and State law-enforcement agencies for preventing, detecting and investigating cybercrime, including offences affecting women and children.
- It undertakes cyber-threat assessment, trend analysis and dissemination of early warnings and advisories to relevant stakeholders.
- It strengthens investigation through cyber-forensic support, research, innovation and sharing of technical expertise.
- It builds the capabilities of police officers, prosecutors and judicial officers through training and standardised learning.
- It promotes cooperation among government agencies, academia, industry and international partners against organised and cross-border cybercrime.
- It supports action against misuse of cyberspace by terrorist and extremist groups.
Citizen reporting and federal coordination
I4C operates the National Cyber Crime Reporting Portal for online complaints and the helpline 1930 for prompt reporting of financial cyber fraud. Complaints are routed to the concerned State or Union Territory law-enforcement agency, while the Centre enables information-sharing and coordination with banks and other intermediaries.
