Labour-intensive manufacturing uses relatively more labour and less capital to produce a given level of output than capital-intensive production. It can create more jobs per unit of capital, especially in activities whose production processes can be divided into simple, trainable tasks.
Why employment absorption is high
Its production technology generally has a low capital-labour ratio, so limited investment can support many workstations and workers. Its relatively high employment elasticity means that expanding output tends to generate substantial additional employment.
- The division of labour breaks production into repetitive tasks that workers can learn through short training and workplace experience.
- Large domestic or export orders permit mass production, allowing firms to employ workers at scale.
- Garments, footwear and similar activities contain production stages in which labour remains a major input.
Pathway for relatively low-skilled workers
Such industries can support structural transformation by moving workers from low-productivity agriculture and casual work into organised production. They can employ people whose limited schooling or lack of technical qualifications restricts entry into skill-intensive manufacturing and modern services.
- Factory employment can convert disguised underemployment into more regular and productive work.
- Industrial clusters create linked jobs in packaging, transport, repair, warehousing and other supplier services.
- Workplace learning can raise workers' skills, productivity and future earnings.
Conditions and limitations
Job absorption is not automatic. It requires competitive firms, reliable infrastructure, access to credit and markets, appropriate worker training, and efficient logistics.
- Labour intensity should produce productive employment, not merely low wages or insecure working conditions.
- Small firms may remain unable to expand when finance, technology, market access or regulatory compliance is difficult.
- Automation can reduce labour demand in some production stages, making continuous skill upgrading necessary.
