Geostrategic Significance of the Maldives for India

SyllabusNeighbourhood: India and its neighbours

International RelationsPublished 2 November 2026

The Maldives is strategically important to India because its islands lie near India's southwestern maritime approaches and major shipping routes in the Indian Ocean. Its location makes it a significant partner for maritime security, meaning the protection of sea routes, coastal areas and maritime activities from military and non-military threats.

Geography, sea lanes and India's security

The Maldives lies south of Lakshadweep, close to sea routes connecting the Persian Gulf and Africa with South and East Asia. Its importance arises from this location rather than its territorial size.

  • The security of nearby sea lines of communication matters to India because maritime trade and imported energy depend on reliable passage through the Indian Ocean.
  • Developments in Maldivian waters can affect India's southwestern maritime approaches, making the archipelago relevant to coastal defence and naval planning.
  • Cooperation with the Maldives extends India's understanding of maritime activity beyond its own territorial waters; proximity alone does not give either country control over international shipping.

Maritime surveillance and shared threats

The Maldives consists of dispersed islands surrounded by a large maritime area. Cooperation helps both countries address threats that cross national maritime boundaries.

  • Maritime domain awareness, developed through information sharing, surveillance and coordinated activity, helps identify suspicious vessels and potential security threats.
  • Cooperation against terrorism, piracy, drug trafficking and other transnational crimes strengthens security in the waters around both countries.
  • Monitoring illegal fishing and protecting marine resources support the livelihoods and maritime interests of an island state as well as regional stability.
  • Search and rescue and humanitarian assistance are important because island communities and shipping face emergencies, natural disasters and disruptions to essential supplies.

Regional stability and strategic partnerships

A stable, sovereign and capable Maldives supports India's goal of a secure Indian Ocean neighbourhood. The relationship also matters because external powers seek access and influence across the region.

  • A potentially hostile military presence or strategic access near India's maritime approaches could complicate Indian surveillance, defence planning and freedom of naval movement.
  • India's Operation Cactus in 1988, undertaken at the Maldivian government's request, demonstrated the security significance of preventing an armed takeover in a nearby island state.
  • Training, capacity-building and disaster-response cooperation help India act as a regional security partner without substituting for Maldivian sovereignty.
  • Durable cooperation therefore requires mutual trust and respect for sovereignty, rather than treating the Maldives solely as an arena of competition with other powers.
