A multi-hazard early-warning system provides timely, actionable warnings for several hazards that may occur separately, simultaneously, or in cascading form. It is people-centred when the entire warning chain begins with people's risks and capacities and enables those at risk to act before harm occurs.
Four essential components
An effective system is end-to-end: weakness in any one component can prevent a warning from saving lives.
- Disaster-risk knowledge identifies exposed people, assets, vulnerabilities, capacities, hazard patterns, and possible cascading impacts.
- Detection, monitoring, analysis and forecasting use observations, scientific models, thresholds, and expert assessment to anticipate hazardous events and their likely effects.
- Warning dissemination and communication deliver authoritative, understandable, location-specific, and actionable messages through multiple channels.
- Preparedness and response capability ensures that governments, institutions, communities, and individuals know what actions to take and possess plans, resources, and evacuation arrangements.
Making the system people-centred
Warnings must reach the last mile and reflect how different groups receive, understand, trust, and act upon information.
- Communities should participate in risk assessment, warning design, evacuation planning, drills, and post-event evaluation.
- Messages should clearly state the expected impact, affected area, timing, uncertainty, and required protective action.
- Communication should use redundant channels, accessible formats, local languages, and arrangements for remote areas and vulnerable groups.
- Regular education, exercises, feedback, and evaluation should test whether warnings actually produce timely action.
Multi-hazard integration and governance
A multi-hazard approach links common data, communication infrastructure, operating procedures, and response arrangements while retaining hazard-specific expertise. Clear institutional responsibilities, interoperability, continuous operation, and coordination across administrative boundaries are necessary, particularly for transboundary and cascading hazards.
