National Testing Agency

The National Testing Agency (NTA) is an autonomous testing organisation under the Department of Higher Education, Ministry of Education. It was created through an executive decision of the Union Government and registered as a society under the Societies Registration Act, 1860. Its principal role is to conduct examinations entrusted to it for admission and fellowship in higher educational institutions through standardised, transparent and reliable assessment processes.

Legal status

• The Union Cabinet approved the creation of the NTA in 2017 as an autonomous and self-sustaining testing organisation.
• It is a registered society under the Societies Registration Act, 1860, rather than a constitutional or statutory body created by a specific Act of Parliament.
• It functions administratively under the Department of Higher Education in the Ministry of Education.
• Its authority to conduct a particular examination arises when that examination is entrusted to it by the competent government department or participating institution.

Administrative structure

The NTA operates through a governing body for institutional oversight and an executive administration responsible for conducting its activities.

• Its governing body is chaired by an eminent educationist appointed by the Union Government.
• The Director General is the chief executive of the NTA and is appointed by the Union Government.
• The governance structure includes representation from user institutions and draws upon subject experts, psychometricians, researchers and testing professionals.
• As an autonomous society, it has operational flexibility, while remaining accountable to the Ministry of Education and its governing framework.

Mandate and functions

The NTA is primarily an examination and assessment agency; regulation of higher education and final institutional admission decisions lie outside its core testing mandate.

• It conducts entrance and fellowship examinations entrusted to it for higher educational institutions.
• It seeks to assess candidates' competence through efficient, transparent and internationally comparable testing practices.
• It develops examination processes, question banks and systems for secure test administration and evaluation.
• It identifies and works with institutions having suitable infrastructure for conducting examinations.
• It undertakes research in educational assessment and promotes a pool of experts in testing and psychometrics.
• It may collaborate with national and international organisations to improve testing standards.
• It may conduct other examinations when assigned by Union ministries or departments.
