Non-Combatant Evacuation Operations

SyllabusGlobal conflicts and crises affecting India's interests

International RelationsPublished 24 October 2026

A non-combatant evacuation operation (NEO) is an organised effort to move civilians from a foreign country facing serious danger to a place of safety. In its military usage, it involves armed forces supporting diplomatic authorities in evacuating eligible civilians, principally the evacuating state's nationals and, when authorised, others. Its primary purpose is civilian protection and extraction, rather than defeating an adversary or controlling territory.

Purpose and scope

Armed conflict, severe political instability or a disaster may make remaining in a country unsafe. An evacuation becomes necessary when people cannot leave safely through normal arrangements.

  • The immediate destination may be a safe location in a third country, rather than the evacuees' home country; onward travel can follow.
  • Eligibility is determined by the evacuating government and may include nationals of other countries, subject to authorisation and available capacity.
  • A NEO differs from humanitarian intervention because its objective is evacuation, not coercively changing conditions within the affected state.

How an evacuation is conducted

Successful evacuation requires civil-military coordination: diplomatic authorities identify and communicate with those needing assistance, while civilian transport agencies and armed forces provide movement and security as required.

  • Embassies and consulates help locate nationals, issue advisories, verify identities and organise assembly or departure arrangements.
  • Planning assesses security conditions, transport routes and evacuation capacity, including whether airports, ports or land crossings remain usable.
  • Operations may combine commercial transport, chartered services, military aircraft and naval vessels, depending on access and risk.
  • Military protection may be necessary, but evacuation remains the mission's central objective rather than offensive combat.

Significance for foreign policy

A NEO connects protection of citizens abroad with diplomacy, logistical capability and crisis management. It requires communication with host authorities, transit countries and other governments to obtain access and organise safe movement.

  • Respect for sovereignty and international law remains important; an evacuation objective does not by itself authorise unrestricted military action in another state.
  • Assisting foreign nationals can demonstrate international cooperation, while clear communication with affected communities helps sustain confidence in the government's response.
  • India's Operation Raahat in 2015 evacuated Indian and foreign nationals from Yemen, illustrating the combination of diplomatic coordination and civilian and military transport.
