An open-source AI model makes key model components available under terms that permit users to inspect, use, modify and redistribute them. A proprietary model keeps important components under the provider's control and normally offers access through an application, licence or application programming interface. Because an AI system includes code, weights, data and documentation, openness exists on a spectrum rather than as a simple binary.

What users can access

  • A substantially open release may provide source code, model weights, architecture, configuration files and technical documentation; training data may still be unavailable because of privacy, copyright or practical constraints.
  • An open-weight model releases trained parameters but may withhold training code, data or other elements; it is therefore not necessarily fully open-source.
  • A proprietary provider usually withholds code and weights, sets usage conditions and controls model updates, pricing and continued access.

Operational differences

  • Open models can generally be self-hosted and fine-tuned, allowing local adaptation, independent testing and greater control over sensitive data.
  • Proprietary models reduce the user's responsibility for infrastructure and maintenance, but can create vendor dependence and provide limited insight into training or internal operation.
  • Open access may reduce licensing barriers, but deployment still requires computing resources, skilled personnel, cybersecurity and model evaluation.
  • Availability of code or weights does not itself guarantee accuracy, fairness, safety or explainability; both categories require systematic risk management.

Wider strategic implications

The choice affects innovation, market structure and technological autonomy, not merely software licensing.

  • Open models can widen participation, support local-language adaptation and enable states or institutions to deploy systems on their own infrastructure.
  • Wide dissemination can also make harmful modification, misuse and vulnerability exploitation harder to contain.
  • Proprietary models can centralise safety controls and accountability within a provider, but concentration of data, compute and market power may deepen technological dependence.
  • International cooperation must therefore address access, capacity-building, intellectual property, data governance and safety according to actual model capabilities rather than the open or proprietary label alone.
