PM Gati Shakti National Master Plan
SyllabusInfrastructure: digital, urban and logistics
The PM Gati Shakti National Master Plan establishes a framework for planning infrastructure jointly across ministries and governments, rather than as isolated projects. It uses a GIS-based digital platform to bring infrastructure networks and relevant geographical information together for coordinated, multimodal connectivity planning.
Integrated, area-based infrastructure planning
Launched on 13 October 2021, the plan promotes an integrated approach to infrastructure development by connecting transport networks with economic and social infrastructure.
- The framework supports multimodal connectivity, enabling different transport modes, such as roads, railways, ports and airports, to function as a connected network.
- An area-based approach considers the infrastructure requirements of a location together, including connections between production centres, markets and transport terminals.
- Central ministries and state governments can use a shared planning platform to identify missing links and coordinate projects before implementation.
Six pillars of the framework
The framework rests on six pillars, which guide how infrastructure information is combined and used.
- Comprehensiveness brings existing and planned infrastructure information across departments onto a common platform.
- Prioritisation helps departments rank projects through consideration of cross-sectoral requirements.
- Optimisation helps identify suitable routes and infrastructure gaps, improving the use of available resources.
- Synchronisation coordinates departmental activities so that infrastructure projects complement one another.
- The analytical pillar uses GIS-based spatial information and analytical tools to support planning decisions.
- The dynamic pillar enables project information and progress to be updated and reviewed as implementation proceeds.
Institutional coordination
A three-tier institutional mechanism supports coordination, network planning and technical analysis.
- The Empowered Group of Secretaries, chaired by the Cabinet Secretary, provides overarching coordination and guidance.
- The Network Planning Group brings together representatives of infrastructure ministries to support integrated network planning and examination of project proposals.
- A Technical Support Unit provides specialised technical assistance for the framework.
What the framework seeks to change
The central shift is from departmental silos to coordinated planning based on shared information. Examining interdependencies early can help avoid disconnected infrastructure, duplicated effort and delays arising from poorly sequenced projects.
- Better first-mile and last-mile connectivity is intended to improve freight movement and reduce logistics inefficiencies.
- The framework supports infrastructure investment decisions; its distinctive contribution is coordination and spatial planning, not merely the construction of individual assets.
