Quadrilateral Security Dialogue

The Quadrilateral Security Dialogue, commonly called the Quad, is an informal diplomatic partnership among four Indo-Pacific democracies. It coordinates their approaches to regional stability, shared security concerns and the provision of public goods without creating a formal alliance.

Composition and working format

The Quad comprises India, Australia, Japan and the United States. It functions through consultation and consensus rather than through a supranational authority.

• It is not a treaty-based military alliance and creates no collective-defence obligation among its members.
• Cooperation proceeds through leaders' summits, foreign ministers' meetings, senior-official consultations and issue-specific working groups.
• As an informal arrangement, the Quad has no permanent secretariat or binding charter.

Strategic purpose

Its central purpose is to support a free, open, inclusive and resilient Indo-Pacific under a rules-based international order.

• The members affirm respect for sovereignty and territorial integrity, peaceful settlement of disputes and international law.
• They seek to preserve freedom of navigation and overflight, particularly across the Indo-Pacific's maritime commons.
• The Quad supports ASEAN unity and centrality within the wider regional architecture.

Practical cooperation

The Quad combines strategic coordination with delivery-oriented cooperation, so its agenda extends beyond traditional security.

• Major areas include maritime security, humanitarian assistance and disaster relief, health security and infrastructure.
• It also promotes cooperation in critical and emerging technologies, cyber security, space, climate action and resilient supply chains.
• These initiatives aim to strengthen regional capacities and provide practical public goods without replacing existing multilateral institutions.
