Solid Waste Management Rules, 2016

Source segregation means separating waste at the place where it is generated, rather than sorting mixed waste after collection. Under the Solid Waste Management Rules, 2016, every waste generator must store specified waste streams separately and hand them over through the authorised collection system.

Core three-stream duty

Under Rule 4, every waste generator must segregate and store waste in suitable bins as three separate streams: biodegradable waste, non-biodegradable waste and domestic hazardous waste. These segregated streams must be handed over to authorised waste pickers or waste collectors according to directions issued by the local authority.

Separate handling of particular wastes

• Used sanitary waste, such as diapers and sanitary pads, must be securely wrapped in pouches supplied by manufacturers or in suitable wrapping material, and placed in the dry or non-biodegradable waste bin.
• Construction and demolition waste must be stored separately and disposed of according to the Construction and Demolition Waste Management Rules, 2016.
• Horticultural and garden waste must be stored separately and disposed of according to the local authority's directions.
• Waste must not be thrown, burned or buried on streets, open public spaces, drains or water bodies.

Additional duties of larger and special generators

Gated communities and institutions occupying more than 5,000 square metres, as well as hotels and restaurants, must ensure source segregation and separate collection. Recyclables must be handed over to authorised waste pickers or recyclers; biodegradable waste should, as far as possible, be processed within the premises through composting or biomethanation, while residual waste goes to the designated collector.

• Organisers of gatherings of more than 100 persons at unlicensed places must ensure source segregation and hand over segregated waste to the agency specified by the local authority.
