Swachh Bharat Mission-Grameen Phase II

Swachh Bharat Mission-Grameen Phase II seeks to move rural India beyond toilet construction towards complete sanitation and waste management. Implemented for 2020-21 to 2024-25, it aims to sustain open defecation free behaviour and transform villages into ODF Plus villages.

Core outcomes

The mission combines sanitation sustainability with the management of rural solid and liquid waste.

• Villages must sustain their open defecation free status through continued toilet access, usage and maintenance.
• Rural households and public institutions should have arrangements for solid and liquid waste management.
• Public spaces should attain visual cleanliness, with minimal litter and stagnant wastewater and no plastic-waste dumps.
• The mission seeks safe management of biodegradable waste, plastic waste, greywater and faecal sludge from on-site sanitation systems.

ODF Plus progression

Villages are classified according to the sanitation and waste-management outcomes they achieve.

• An ODF Plus Aspiring village sustains ODF status and has arrangements for either solid-waste management or liquid-waste management.
• An ODF Plus Rising village sustains ODF status and has arrangements for both solid-waste management and liquid-waste management.
• An ODF Plus Model village sustains ODF status, manages both waste streams, demonstrates visual cleanliness and displays ODF Plus awareness messages.

Environmental significance

By treating waste close to where it is generated, Phase II seeks to reduce dumping, wastewater stagnation and contamination of village surroundings. Its emphasis on segregation, composting, plastic-waste management, greywater treatment and safe faecal-sludge handling links rural sanitation with public health, resource recovery and pollution control.
