In defence manufacturing, transfer of technology (ToT) is a contractual arrangement through which a technology owner gives another entity specified knowledge, rights and assistance to produce, maintain or support a defence system. Its depth depends on the agreement: access to manufacturing information does not automatically include design capability, source code or ownership of intellectual property.
What may be transferred
ToT can cover both documented information and practical expertise needed to convert a design into a reliable product.
- The package may include drawings, specifications, process documents, tooling instructions and quality-control procedures.
- It may provide training, technical assistance, testing methods and other production know-how.
- Software source code, design data and rights to modify or export the product are transferred only when the contract expressly includes them.
- The owner may retain the intellectual property while granting a licence for specified uses, locations or periods.
Depth of technology transfer
ToT lies on a continuum from assembly under licence to the ability to redesign and upgrade a system. Therefore, labels such as complete ToT are meaningful only when the transferred rights, data and capabilities are clearly specified.
- Production ToT enables manufacture to prescribed designs but may leave critical components, materials or processes dependent on the original supplier.
- Deeper transfer includes design know-why, system integration knowledge and the capacity to modify, troubleshoot and improve the product independently.
- Restrictions on third-party components, exports, upgrades or access to source code can limit technological autonomy.
Role in defence indigenisation
ToT can shorten learning time, develop domestic supply chains and improve life-cycle maintenance. However, genuine indigenisation requires technological absorption rather than mere assembly.
- Absorption depends on skilled personnel, domestic research and development, specialised tooling, testing facilities and quality-assured suppliers.
- Successful absorption allows local manufacture, repair, adaptation and later development of indigenous variants.
- India's defence acquisition framework uses technology transfer and indigenous production arrangements, while DRDO also licenses technologies developed in its laboratories to production agencies.
