Demand-side water management seeks to conserve water by influencing how much water users consume, when they consume it, and how efficiently they use it. Instead of relying mainly on new supply projects, it aims to match demand with sustainable water availability through efficiency, conservation, reuse, pricing and behavioural change.

Core objectives

The central aim is to obtain greater social and economic value from each unit of water while protecting long-term availability and equitable access.

  • It reduces avoidable consumption, conveyance losses and waste across agriculture, households and industry.
  • It seeks to limit excessive withdrawals from rivers, reservoirs and aquifers.
  • It helps reserve water for essential human needs, ecosystem requirements and future demand.
  • It improves resilience to seasonal scarcity and drought by lowering pressure on limited supplies.

Major instruments

The National Water Policy, 2012 treats demand management and improved water-use efficiency as central to water conservation.

  • Metering, water audits, efficiency benchmarks and rational pricing can create incentives for conservation.
  • In agriculture, better irrigation scheduling, micro-irrigation and crop choices suited to local agro-climatic conditions can reduce water demand.
  • In towns, leakage control, efficient fixtures and accountable service delivery can reduce distribution and consumption losses.
  • Industries can adopt efficient processes and increase the recycling and reuse of water.
  • Treated wastewater can substitute freshwater for suitable non-potable uses, reducing pressure on primary sources.

Conservation significance

Demand management shifts policy from continuously augmenting supply to managing water as a finite and shared resource. It can postpone costly supply expansion, reduce energy used for pumping and treatment, and complement rainwater harvesting, watershed management and groundwater recharge.
