1993 Border Peace and Tranquillity Agreement

The 1993 Agreement on the Maintenance of Peace and Tranquillity along the Line of Actual Control (LAC) created a framework for managing the India-China border pending a final boundary settlement. It required peaceful conduct, restraint in military deployments, observance of the LAC, confidence-building measures and institutional consultations, without prejudicing either side’s position on the boundary question.

Core obligations along the LAC

  • The boundary question was to be resolved through peaceful and friendly consultations, and neither side was to use or threaten force against the other.
  • Pending a final boundary settlement, both sides were required to strictly respect and observe the LAC.
  • Neither side was to undertake activities that overstepped the LAC.
  • If personnel crossed the LAC, they were to return to their own side immediately upon being cautioned by the other side.
  • Where the two sides held different views about the alignment of the LAC, they were to jointly check and determine the relevant segments when necessary.
  • References to the LAC in the Agreement did not prejudice the respective positions of India and China on the boundary question.

Military restraint and force reductions

The Agreement linked military restraint to the principle of mutual and equal security rather than prescribing an immediate numerical ceiling.

  • Each side was to keep its military forces in areas along the LAC at a minimum level compatible with friendly and good-neighbourly relations.
  • The two sides agreed to reduce military forces along the LAC to mutually agreed ceilings in conformity with the requirements of mutual and equal security.
  • The nature, depth, timing and process of force reductions were to be determined through mutual consultations.
  • The reduction framework covered army, border security and paramilitary forces, as well as other mutually agreed categories of forces.

Confidence-building and implementation mechanisms

  • The two sides were to adopt effective confidence-building measures in areas along the LAC.
  • They were to provide prior notification of military exercises of specified levels near the LAC.
  • They were to reach arrangements concerning air intrusions and possible overflights by military aircraft.
  • Border personnel meetings at designated places were to help deal with contingencies and other problems through consultation.
  • Telecommunication links between designated border points were to be maintained and expanded.
  • Meetings between middle- and high-ranking officials were envisaged to review implementation and maintain peace and tranquillity.
  • The Joint Working Group on the boundary question, assisted by diplomatic and military experts, was tasked with formulating implementation measures.
