Climate resilience is the capacity of people, institutions, infrastructure and ecosystems to anticipate, withstand and recover from climate-related shocks and stresses. It combines disaster risk reduction with adaptation, learning and, where necessary, transformation while preserving essential functions and development gains.

Resilience in disaster and development planning

Climate resilience shifts disaster management from relief towards managing hazard, exposure and vulnerability before losses occur. It covers sudden events, such as floods and cyclones, and slow-onset stresses, such as drought, sea-level rise and changing rainfall patterns.

  • Risk assessment should combine climate projections, vulnerability mapping and local knowledge rather than rely only on past hazard patterns.
  • Preparedness requires early-warning systems, evacuation plans, social protection, resilient lifeline infrastructure and continuity of essential services.
  • Recovery should Build Back Better, while development decisions should use risk-sensitive land use, climate-informed standards and life-cycle assessment.

Climate-resilient public health systems

For public health, resilience means protecting health while keeping essential services functional before, during and after extreme weather. Heatwaves, floods, cyclones and droughts can cause direct illness and injury, alter disease risks and disrupt facilities, water, power, transport and medical supply chains.

  • Risk assessments should identify climate-sensitive diseases, exposed facilities and vulnerable groups, including children, older persons, outdoor workers and poor communities.
  • Preparedness requires trained and protected health workers, health surveillance linked with weather warnings, emergency plans and reliable communication.
  • Facilities need safe water, sanitation, electricity backup, resilient infrastructure, medicines and supply chains so that continuity of care is maintained.
  • Recovery should restore services quickly, address physical and mental-health needs, and reduce future risks rather than recreate vulnerable systems.

Adaptive, ecological and cooperative foundations

Resilience requires flexible institutions, periodic revision and participation by vulnerable groups. Policies must strengthen adaptive capacity while avoiding maladaptation, which may transfer risk across places, groups or generations.

  • Wetlands, forests and mangroves can complement engineered protection while supporting ecosystems.
  • Diversified agriculture, water, health and livelihood options help protect development gains.
  • Neighbouring countries can cooperate through data sharing, early warnings, research, humanitarian coordination and climate-resilient management of shared ecosystems and river basins.
