Disaster risk reduction (DRR) is the systematic effort to prevent new risks, reduce existing risks and strengthen resilience before hazards become disasters. In cities, it makes infrastructure safer by integrating hazard information, vulnerability assessment and risk-informed planning into the entire life cycle of buildings and public services. It reduces both the probability of failure and the cascading disruption caused by failure.

Risk-informed urban planning

DRR first identifies where infrastructure is likely to fail and who would be affected. Hazard maps, vulnerability assessments and local risk data guide the location, density and design of urban development.

  • Land-use regulation restricts construction in floodplains, unstable slopes, coastal hazard zones and other high-risk locations.
  • Environmental systems such as wetlands, natural drainage channels and open spaces are protected because they absorb hazards and reduce exposure.
  • Planning includes vulnerable settlements and essential facilities so that risk is not merely transferred to poorer communities.

Safe design and infrastructure life cycle

DRR converts assessed risk into enforceable standards for construction, operation and maintenance. Building codes, zoning rules and engineering standards make structures appropriate to local hazards.

  • Structural safety is improved through resilient design, quality materials, inspections and code compliance.
  • Existing vulnerable buildings, bridges and lifeline networks are identified through safety audits and strengthened through retrofitting.
  • Regular maintenance prevents avoidable failures caused by blocked drains, corrosion, overloading, ageing components or unauthorized alterations.
  • Critical systems such as water, electricity, transport and communications require redundancy so that one failure does not disable the entire city.

Institutions, preparedness and accountability

Under the Disaster Management Act, 2005, prevention and mitigation are integral to disaster management. Effective DRR therefore requires coordination among urban local bodies, development authorities, utilities, engineers and disaster management institutions.

  • Risk assessments must inform urban plans, infrastructure budgets and project approvals rather than being added after construction.
  • Monitoring, transparent enforcement and clear responsibility reduce unsafe construction and neglect.
  • Early-warning systems, evacuation routes, emergency access and continuity plans limit cascading failures when prevention cannot eliminate risk.
  • Community participation supplies local knowledge and improves reporting of unsafe structures, drainage obstruction and other emerging risks.
