Disaster-risk-sensitive land-use zoning assigns permitted, restricted or prohibited uses to land according to mapped hazards and the vulnerability of people and assets. In mountain regions, it directs settlement and infrastructure away from unstable slopes, avalanche paths and flood-prone valleys, thereby reducing exposure before disasters occur.

How zoning reduces risk

Zoning converts hazard information into legally enforceable development decisions. It does not remove the hazard, but lowers the people, buildings and essential services placed in its path.

  • Hazard-zonation maps identify areas susceptible to landslides, avalanches, erosion, earthquakes and river flooding at an appropriate planning scale.
  • High-risk zones can prohibit new settlement, intensive construction, quarrying or slope cutting, while moderate-risk zones can allow only conditional development.
  • Schools, hospitals, emergency facilities and lifeline infrastructure can be located in safer zones, improving continuity during disasters.
  • Limits on building density and occupancy reduce the potential concentration of casualties and economic losses.

Mountain-specific planning measures

Mountain risk is strongly influenced by slope, geology, drainage and human modification. Zoning must therefore be linked with slope-sensitive regulations rather than relying only on broad administrative boundaries.

  • Development permission can require geotechnical assessment, safe drainage, retaining measures and compliance with building codes.
  • Natural drainage channels, vegetation-covered slopes and river buffers can be protected because their disturbance may intensify runoff, erosion and slope instability.
  • Road alignments, excavation, dumping of debris and construction near slope toes can be regulated to avoid destabilising terrain.
  • A multi-hazard approach prevents relocation from one danger zone into another, such as from a landslide-prone slope into a flood-prone valley.

Conditions for effectiveness

Zoning works only when maps are sufficiently detailed, periodically revised and integrated into master plans, building permissions and local enforcement. Existing high-risk settlements may require retrofitting, protective works or carefully planned relocation with livelihood and community participation.

  • Zoning should be combined with slope stabilisation, drainage management, monitoring, early warning and preparedness.
  • Weak enforcement, unplanned construction and inadequate local hazard data can turn zoning into a paper exercise.
