A watershed is the land area from which water drains to a common outlet. Integrated watershed management coordinates land, water and vegetation measures across this hydrological unit, usually through a ridge-to-valley approach, to moderate runoff while conserving soil and water resources.
How it reduces flood risk
- Vegetation restoration, contour bunding and trenches slow overland flow, improve infiltration and increase the time taken for water to reach streams, thereby moderating peak discharge.
- Check dams, farm ponds and other detention structures temporarily store local runoff and can stagger the arrival of flows from tributaries.
- Soil-conservation measures reduce erosion and sediment yield, helping preserve the storage of reservoirs and the carrying capacity of drainage channels.
- Conserving wetlands, natural drainage paths and floodplain storage provides space for excess water and reduces rapid downstream transfer.
Why basin-wide integration matters
Floods reflect cumulative processes across connected tributaries. Planning by the hydrological unit, rather than through isolated administrative projects, links upstream treatment with downstream consequences.
- Sub-watersheds can be prioritised according to runoff, erosion and land degradation, with treatments sequenced from ridge to valley.
- Cumulative assessment helps avoid interventions that merely transfer water or risk downstream.
- Participation by local institutions supports maintenance of structures, vegetation and shared water resources.
Limits and complementary measures
Watershed treatment mainly moderates the flood hydrograph; it cannot eliminate natural inundation or fully control floods during extreme or prolonged rainfall, especially after soils and storage structures become saturated.
- Poorly designed or poorly maintained impoundments may fail or create local hazards, making sound engineering and spillway provision essential.
- It must complement forecasting and warning, reservoir operation, floodplain regulation, resilient infrastructure, evacuation and relief planning.
