Load Dispatch Centres

Load dispatch centres are statutory system operators that coordinate electricity generation and transmission so that the grid remains balanced, reliable and secure in real time. Under the Electricity Act, 2003, they perform scheduling, dispatch, monitoring and control functions at the national, regional and state levels.

Statutory architecture

The Act creates a coordinated hierarchy of system operators, each responsible for integrated grid operation within its jurisdiction.

• Under Section 26, the National Load Despatch Centre is the apex body for integrated operation of the national power system and coordinates scheduling and dispatch among regional centres.
• Under Sections 27-28, each Regional Load Despatch Centre manages the integrated operation of the power system within its region.
• Under Sections 31-32, the State Load Despatch Centre is the apex body for integrated operation of the power system within a state.

Functions that protect grid security

Grid security requires continuous matching of electricity injection and withdrawal while respecting transmission constraints and technical standards.

• Regional and state centres undertake optimum scheduling and dispatch of electricity according to contracts and applicable regulations.
• They monitor grid operations, supervise and control the relevant interstate or intrastate transmission system, and conduct real-time grid control.
• They maintain accounts of electricity transmitted through their respective grids, supporting settlement, accountability and grid discipline.
• The national centre coordinates regional operations so that disturbances or imbalances are managed within an integrated national framework.

Binding authority and grid discipline

Their operational role is backed by enforceable statutory authority rather than being merely advisory.

• Under Section 29, generating companies, licensees and other specified entities must comply with directions of the Regional Load Despatch Centre concerning grid operation.
• Under Section 33, corresponding entities within a state must comply with directions of the State Load Despatch Centre.
• These directions seek integrated grid operation with maximum economy and efficiency; disputes are decided by the appropriate electricity regulatory commission.
• Under Section 34, transmission licensees must comply with load dispatch directions and the grid standards specified by the Central Electricity Authority.
