Technology Licensing

SyllabusIndustrial policy: manufacturing, mining and ease of doing business

EconomyPublished 23 October 2026

Technology licensing is an arrangement in which a technology owner permits another enterprise to use specified technology under agreed conditions, usually for payment. It can enable domestic firms to manufacture capital goods, such as industrial machinery and production equipment, using licensed designs, patents and manufacturing know-how rather than developing every element independently.

What a manufacturing licence provides

A licence grants permission to use technology; it does not necessarily transfer ownership of that technology. Its manufacturing value depends on the rights and technical support included in the agreement.

  • A patent licence permits use of the patented invention within the agreed scope, but does not by itself guarantee access to all the practical knowledge needed for production.
  • A know-how agreement can provide drawings, process specifications, operating instructions and confidential manufacturing information.
  • Technical assistance and training can help domestic engineers install equipment, establish production processes and meet quality requirements.

How it enables domestic production

Sophisticated capital goods require more than a product design: manufacturers must achieve precision, reliability and consistent performance. Licensing can connect established technology with domestic production facilities.

  • Access to proven technology can reduce development time and some of the costs and risks associated with independent research and development.
  • Technical documentation and training can help firms develop production capabilities, including machining, assembly, testing and quality control.
  • Manufacturing experience can support learning by doing, adaptation to local operating conditions and the development of domestic component suppliers.
  • Domestic production can build capabilities for maintenance, repair and spare-parts supply, although specialised components may still need to be imported.

Conditions for lasting technological capability

Licensing creates an opportunity for industrial upgrading, not an automatic guarantee of technological self-reliance. Outcomes depend on both contractual terms and the recipient firm's ability to absorb technology.

  • Strong absorptive capacity, supported by skilled workers, engineering expertise and in-house research, helps firms understand and improve licensed technology.
  • The agreement should clearly define permitted products, territory, duration, payments and access to technical assistance or improvements.
  • Fees and royalties add to production costs, while contractual restrictions can limit exports, modification or further use of the technology.
  • Domestic manufacturing remains dependent on the licensor if the recipient acquires only assembly instructions without developing deeper design and engineering capabilities.
