Dual-Use Nature of Uranium Enrichment

Uranium enrichment is dual-use because the same technology that produces fuel for civilian reactors can also produce material suitable for nuclear weapons. It increases the proportion of fissile uranium-235, and there is no sharp technological boundary between peaceful and military enrichment capability.

How one technology serves two purposes

Natural uranium contains about 0.7 per cent uranium-235. Enrichment raises this concentration through facilities such as centrifuge cascades, which can be operated or reconfigured for different enrichment levels.

  • Most light-water power reactors use low-enriched uranium, commonly around 3-5 per cent uranium-235.
  • The IAEA classifies uranium containing 20 per cent or more uranium-235 as highly enriched uranium.
  • Weapons-grade uranium is commonly enriched to about 90 per cent or more, but the underlying equipment, expertise and feed material are closely related to those used for civilian enrichment.

Why enrichment creates proliferation risk

A state possessing enrichment facilities gains nuclear latency: the technical capacity to move from declared civilian production toward highly enriched uranium if political decisions and facility operations change. Verification must therefore address both diversion of declared material and possible undeclared activities.

  • Facility scale, centrifuge numbers, enrichment level and accumulated uranium stocks influence how quickly higher enrichment could be achieved.
  • IAEA safeguards use material accountancy, inspections, containment and surveillance to verify that safeguarded nuclear material is not diverted.

Treatment under non-proliferation regimes

The Nuclear Non-Proliferation Treaty does not categorically prohibit peaceful enrichment. Article IV recognizes peaceful nuclear-energy rights subject to conformity with the treaty's non-proliferation obligations.

  • Under Article II, non-nuclear-weapon states parties undertake not to manufacture or acquire nuclear weapons.
  • Under Article III, such states accept IAEA safeguards to verify compliance and prevent diversion from peaceful uses.
  • Export-control rules and bilateral nuclear cooperation agreements may restrict transfers of sensitive enrichment technology, require safeguards, or attach supplier consent conditions.
