The Line of Actual Control (LAC) is the line that broadly separates the territories under the actual control of India and China in their disputed border areas. It is a practical line for managing military deployments pending a final boundary settlement, not an internationally recognized boundary or a mutually accepted territorial claim line. Because its alignment has not been jointly delineated and demarcated throughout, the two sides have differing perceptions of it at several locations.

Meaning in the boundary dispute

The LAC reflects the status of territorial control on the ground without deciding which country possesses legal sovereignty over the disputed areas.

  • Respect for the LAC does not prejudice the respective claims of India and China regarding the final boundary.
  • The LAC is therefore distinct from a settled international boundary, which rests on an agreed alignment and formal delimitation.
  • Differences over its perceived alignment can produce overlapping patrol areas and encounters between border forces.
  • Clarification of the LAC and settlement of the boundary are related but distinct processes: clarification concerns the working line, while settlement concerns sovereignty and the final border.

Geographical setting

The India-China boundary dispute is conventionally considered in western, middle and eastern sectors.

  • The western sector concerns Ladakh and includes Aksai Chin, which is administered by China but claimed by India.
  • The middle sector covers the border adjoining Himachal Pradesh and Uttarakhand and contains comparatively limited disputed areas.
  • The eastern sector principally concerns Arunachal Pradesh, where India regards the McMahon Line as the boundary while China disputes it.
  • The absence of a common understanding of the LAC is particularly significant at locations where the two sides' perceptions overlap.

Framework for border management

India and China have used bilateral agreements to maintain peace along the LAC while leaving the ultimate boundary question unresolved.

  • The 1993 agreement required both sides to maintain peace and tranquillity and to strictly respect and observe the LAC pending a final boundary solution.
  • The 1993 agreement expressly stated that references to the LAC would not prejudice either side's position on the boundary question.
  • The 1996 agreement established military confidence-building measures, including restraints on forces and military activities near the LAC.
  • These arrangements treat the LAC as an operational framework for preventing escalation rather than as a permanent political settlement.
