The Sendai Framework guides countries in reducing disaster risks and losses rather than merely responding after disasters. Adopted for 2015-2030, it promotes integrated measures that prevent new risk, reduce existing risk and strengthen resilience.

Four priorities for action

  • Understanding disaster risk: Policies should be based on knowledge of hazards, exposure, vulnerability, capacities and the wider physical, social, economic and environmental dimensions of risk.
  • Strengthening disaster risk governance to manage disaster risk: Laws, institutions, coordination mechanisms and clear responsibilities are needed to manage risk across sectors and administrative levels.
  • Investing in disaster risk reduction for resilience: Public and private investment in structural and non-structural measures can protect people, infrastructure, livelihoods and ecosystems.
  • Enhancing disaster preparedness for effective response and to Build Back Better: Preparedness should improve response, while recovery, rehabilitation and reconstruction should reduce future vulnerability rather than recreate previous risks.

How the priorities work together

The priorities form a connected sequence: risk knowledge supports sound governance, governance directs risk-informed investment, and these investments strengthen preparedness and resilient recovery. They guide action within and across sectors at local, national, regional and global levels.
